Case study
In-depth insights into our work
A commercial development site was constrained by an active subsurface pipeline, creating regulatory, environmental, and development risk that prevented the property from moving forward.
Subsurface Constraint Resolution for a Commercial Development Site
A commercial development site was constrained by an active subsurface pipeline, creating regulatory, environmental, and development risk that prevented the property from moving forward. Laguna Land Services was engaged to manage the full process required to remove the constraint and return the site to a development-ready condition.

The challenges

The presence of an active pipeline introduced significant subsurface, regulatory, and coordination complexity. Development could not proceed until the line was formally abandoned, removed, and documented in compliance with applicable safety and environmental standards.
The project required careful alignment between operators, regulatory requirements, and on-site execution to avoid delays or exposure.
Pipeline Length
3,900–4,000 ft requiring abandonment and removal
Risk Factors
Regulatory approval, safety controls, environmental compliance
Coordination & Strategy
Laguna Land Services led the coordination process from start to finish, including engagement with the pipeline operator and relevant agencies. All required notifications, inspections, and approvals were managed prior to excavation to ensure compliance with state and utility requirements.
Throughout the process, Laguna served as the central point of coordination between stakeholders, ensuring clarity, alignment, and continuity.

Execution

Field operations were planned and executed with a focus on safety, compliance, and documentation. Work included controlled excavation, pipeline exposure, sectioning, capping, disposal, backfill, and site restoration.
Unexpected conditions encountered during execution were addressed through disciplined on-site decision-making and additional coordination, allowing work to proceed without compromising standards or timelines.
Field Operations
Controlled excavation, exposure, sectioning, capping, disposal, and backfill
Operational Complexity
Regulatory approval, safety controls, environmental compliance
Outcome
The subsurface constraint was fully resolved, and the site was restored and verified as development-ready. All work was completed in compliance with applicable safety, environmental, and regulatory requirements, supported by inspection records and photographic documentation.
The property was returned to the owner as a clean, clear asset prepared for the next phase of development.
